Pacific Institute and the Alliance for Global Water Adaptation (AGWA) propose amplifying the efforts of local communities, civil society, and utilities to prepare for extreme climate impacts through transformative resilience. The Water Resilience Assessment Framework (WRAF) can identify and recommend resilience strategies, actions, and indicators for utilities and local communities to combat a confluence of climate impacts to build long-term infrastructure and social resilience.
